ENERGY Minister Tina Joemat-Petterssen will not be issuing a request for proposals for the nuclear build programme on Friday as she adamantly promised in the National Assembly a few weeks ago.Minister in the Presidency Jeff Radebe said at a media briefing on Thursday that in the absence of an integrated resource plan there could be no request for proposals.This was also indicated earlier this week by Science and Technology Minister Naledi Pandor during a briefing on the work of the economic cluster of ministers.Radebe said a request for proposals would also have to await the outcome of consultations under way on whether the Department of Energy would be the lead implementing agency for the nuclear build programme — which has been government's position to date — or whether Eskom would be assigned this role.The outcome of these consultations would be taken to the cabinet for decision.Radebe did not comment on a question as to whether Eskom would be preferable as the implementing agenc...
