We read in the media that we are not allowed to use garden hoses under penalty of a fine, yet my latest City of Johannesburg account merely says consumers are "requested" not to water their gardens between 6am and 6pm every day, fill swimming pools with municipal water, and use hosepipes to wash cars or paved areas. Which is correct, or, as the poet Wordsworth so perceptively remarked some 200 years ago, is it that some people "do not know an A from an L"? R WortleyParklands
