People seem to assume President Jacob Zuma cares about what the ratings agencies feel about SA. They are wrong. It won’t make a difference to him if 20 ratings agencies downgrade the country to the lowest score. The president thinks of rating institutions in the same way he feels about Arsenal losing 10-2 to Bayern Munich. It makes no difference. If you want to know what the president thinks, go to the December 2015 speech he made to the Mpumalanga ANC after he had fired Nhlanhla Nene. He was not apologetic. He made fun of experts and "clever blacks". He was indirectly saying he would do it again, irrespective of the consequences. He did too, 14 months later.
