Whether State Security Minister David Mahlobo is linked to a known Chinese rhino horn smuggler or was just in the wrong place at the right time is for now a matter for speculation based on your belief in whether every picture really does tell a story. Television network Al Jazeera aired a photo, shown to its undercover team by a Chinese tour guide and massage parlour owner, featuring him and a man who looks remarkably like Mahlobo, who the guide claimed as a good friend. Depending on which report you read, Mahlobo either denies he is the one in the picture and claims he does not know the Chinese man, or was there, but had no idea who he was meeting at the time.
