President Cyril Ramaphosa certainly took his time rolling back the draconian measures meant to contain the spread of the Covid-19 pandemic. But his announcement terminating the national state of disaster is nonetheless most welcome.  

For 750 days the handful of men and women who make up the national coronavirus command council, accountable only to each other, have wielded sweeping powers, from confining people to their homes to curfews and compelling citizens to wear masks.  ..
