It makes sense that the ANC has sent a delegation to Russia, and not only because calling it a “working visit” means they can charge the minibar to SA taxpayers.  

The Brics gathering is just around the corner and the ANC urgently needs to know whether Vladimir Putin will be attending. And, if he is, whether there’s some kind of processing fee for leaving the International Criminal Court. And if there is, whether he might be able to loan it to them, just until payday. ..
