A fascinating, and insightful, discussion on poverty is under way — mainly among economists, scholars and thinkers in the European world. The discussion has been raging for about two years, but it surfaced again at the Easter weekend.
One of the issues over which there seems to be little or no consensus is whether global poverty has fallen. There are no neatly defined positions, no tidy agreements, and as may be expected there are elements of truth in each of the contending perspectives...
