The poorly run Matjhabeng municipality in Welkom, Free State, has been criticised for appointing an underqualified person as municipal manager. Thabiso Tsoaeli, a former chief financial officer at the municipality, has only an NQF 6 qualification, but the academic requirement for his current and former job is an honours degree in public administration or political science. In his time as chief financial officer, the municipality had qualified audits with disclaimers pointing to fruitless, irregular and wasteful spending of 32%. This is more than double the spending of similar municipalities nationally.
