ANC chief whip Jackson Mthembu brought a motion to parliament to ensure that expropriation without compensation is adopted before the 2019 elections. The party is looking to do that by establishing an ad hoc committee that will then draft the amendment. Mthembu joined Business Day TV to discuss the issue.
