The Railway Safety Regulator has not granted the Passenger Rail Agency of SA (Prasa) a full operating licence, adding to the woes that have befallen the troubled rail agency. A parliamentary inquiry into the depth of the mess at Prasa is also on the cards. Business Day understands that the regulator has added conditions to Prasa’s operating licence, pending a review later in 2017 following a January assessment that resulted in the conditions being attached to Prasa’s current licence. The regulator grants operational permits when lists of minimum safety criteria are met, but further requires that operators regularly provide information on operational incidents involving individuals or goods. Sources familiar with the licensing matter confirmed on Thursday that Prasa had been given only a temporary operating licence. Prasa said late on Thursday evening that the licence in question was the responsibility of its Metrorail division as it was operational in nature.
