Former public protector Thuli Madonsela has found that President Jacob Zuma must appoint a commission of inquiry to further probe the allegations of state capture. This was according to her report named The State of Capture, released on Wednesday. “The president [is] to appoint, within 30 days, a commission of inquiry headed by a judge solely selected by the chief justice, who shall provide one name to the President,” Madonsela said in her report. "This was foreshadowed at the commencement of the investigation when the Public Protector wrote to government requesting for resources for a special investigation similar to a commission of inquiry overseen by the Public Protector." She said the investigation had been "hamstrung" by the late release which caused the investigation to start later than planned.  This was also compounded by the "inadequacy of the allocated funds" which was R1.5m.
