The Department of Human Settlements continues to lag behind its targets, and housing backlogs persist despite it becoming more efficient with spending. The department’s director-general, Mbulelo Tshangana, told the portfolio committee on human settlements that it had delivered 19,529 title deeds to new homeowners for the 2015-16 financial year. However, this is against an annual target of 112,600 new title deeds and a medium-term strategic framework target of 563,000 new title deeds. He said 195,549 subsidy housing units had been delivered between 2014 and 2016, but that this marked a shortfall of 143,270. The department was cautioned by auditor-general Kimi Makwetu about weaknesses in its procurement processes, late payment to suppliers, and flagged irregular or wasteful expenditure at its entities.
