DUNCAN McLEOD: Icasa CEO’s move to MTN stokes controversy
The state is in a tight spot about officials leaving for the private sector

MTN Group’s announcement last week that it had snapped up the CEO of communications regulator Icasa, Willington Ngwepe, for a senior role in the office of its group president and CEO, Ralph Mupita, was met with a small firestorm on social media.
