DEMOCRATIC Alliance (DA) leader Helen Zille on Saturday opened her party federal congress in Boksburg, Gauteng, with a call for an expansion of the DA’s membership, as its policies could only be implemented if it was in power.Speaking at the opening of the two-day congress, Ms Zille said the event came at a time when her party was "stronger and more united than ever before" and the country was "struggling".DA delegates are meeting to decide the party’s top leadership, as well as its stance on policy issues ahead of the 2014 national elections.Ms Zille told delegates the only people who never made mistakes were those who were too afraid to take risks."If we learn from our mistakes, we create new opportunities," she said.
