Many municipalities are in a dire financial state — they owe Eskom and water boards billions of rand — but their situation is worsened by organs of state owing R22bn.
Other suppliers of government also often complain about late payment, which particularly hurts small and medium-sized enterprises that have limited cash reserves. ..
