With less than a month left before confirmation of a new distribution arrangement for social grants to as many as 17-million beneficiaries, the Cabinet is due to convene a meeting next week to discuss the crisis faced by the South African Social Security Agency (Sassa) and the Department of Social Development. The social grants system has been plunged into uncertainty as a new service provider has still not been selected ahead of the pending deadline, imposed by the Constitutional Court. At issue is the possible renewal of Net 1’s Cash Paymaster Services’ tenure as a service provider, even though the Constitutional Court found that the last contract between the company and the agency was awarded unlawfully. Sassa CEO Thokozani Magwaza submitted papers to the Constitutional Court on Tuesday seeking permission to begin negotiations with Net 1 for the grant provision arrangements from April 2017 to March 2018.
