THE Department of Human Settlements has threatened to name and shame officials who fail to submit invoices on time because it continues to struggle to pay suppliers in 30 days as stipulated in law.Housing contractors are placed at a disadvantage because of historical weaknesses in the department’s provincial and local government offices, which have caused consistent failures to adhere to the 30-day rule.Human Settlements Minister Lindiwe Sisulu held a meeting with about 500 contractors earlier in 2016 to talk about late payments, which put pressure on small business in particular because they traditionally have cash flow constraints.Auditor-General Kimi Makwetu made no material findings on the information provided by the department in terms of performance, finances and predetermined objectives, but he said its expenditure management remained a challenge."Contractual obligations and money owed were not settled within 30 days, as required by section 38 of the Public Finance Management...
