The small-business support programmes offered in South Africa have been ramping up for some years now. It has become much easier for small-business owners to access tools that can help them get to the next level, especially in the big cities. The increase in support programmes has been driven by many factors, one of which is that more organisations in the private sector are either setting up or enhancing their enterprise-development programmes. You would expect that the increase in support resources would lead to an increase in quality and success for the businesses that use these programmes, but it does not.
