The South African Qualifications Authority (Saqa) certified 23,622 foreign qualifications in 2015-16, with the majority (18.7%) originating from Zimbabwe. Saqa said in its 2015-16 annual report that more than two-thirds of foreign qualifications evaluated and recognised came from 10 out of 154 countries. India (12%) was second on the list followed by Nigeria (9.6%), the UK (9.1%), Lesotho (6.1%), the Democratic Republic of Congo (3.7%), the US (3.3%), Thailand (2.4%), Swaziland (2.3%) and Pakistan (2.1%) Saqa is a statutory body that falls under the Department of Higher Education and Training. It evaluated 32, 381 foreign qualifications in the previous year, and ascribed the lower numbers to the xenophobic attacks of 2015-16, which resulted in fewer applications for the evaluation of foreign qualifications.
