I believe the state capture tag is a euphemism directed at certain factions and individuals instead of calling it what it really is: the enrichment and protection of ANC congregants and associates.
It occurred under Nelson Mandela and Thabo Mbeki, and went into overdrive through the presidency of Jacob Zuma and his gluttonous ilk (the radical economic transformation brigade, whose red offshoot is the EFF). President Cyril Ramaphosa is therefore the current custodian, as CEO of SA Inc.
