Well, that was a disaster. Last week’s mini-budget, I mean. The rand tanked. Rating agencies grumbled. Only one takeaway, really: Jacob Zuma’s eight years in power have landed us in the sewer. The good news is that the man masquerading as the finance minister told us that he will no longer be making any decisions. Malusi Gigaba said decisions would be outsourced to a new "president’s committee". It would make recommendations to Zuma on expenditure reprioritisation and asset sales. Don’t laugh.It’s this sort of thing that made me go to Mozambique last weekend. I headed straight for Maputo Waterfront Restaurant, the seafront joint that had come highly recommended by my friend Shane Fitzpatrick. I ordered my first 2M. The waitress looked at me funny. It was 11.45am. The barman smiled: "It’s never too early for a 2M, sir!"
