The Nugent commission of inquiry into tax administration which got under way in Pretoria this week heard evidence detailing how SARS was built into a world-class institution and then steadily broken down in the past four years since Tom Moyane was appointed as its head. This was according to testimony from Public Enterprises Minister Pravin Gordhan, a former SARS commissioner and former SARS chief operations officer Barry Hore. Moyane appeared before the commission on Friday morning and defended his legacy. He also outlined what he alleged was fundamental bias on the side of the inquiry. He objected to Michael Katz as a member of the panel as he had allegedly acted as President Cyril Ramaphosa's lawyer before. He was also suffering double jeopardy, Moyane said, as he was facing a disciplinary inquiry as well as the allegations about his administration before the commission.
