Yet again, Auditor-General Kimi Makwetu has told the nation that our government continues to break its own rules in procuring goods and services, with the amount of irregular expenditure increasing by 55% to a record high of R45.6-billion. Year in, year out we get the same report. There doesn't seem to be any political will to reverse the trend. Fundamentally, what is the issue with municipalities and state-owned entities failing to procure according to the law? Many would say corruption, but, to date, I have not heard of anyone being fired because his department's irregular-expenditure amount increased. Well, there is now talk thatMakwetu's office may actually get some bite to match its bark. Current legislation simply requires the auditor-general to report on his findings - he has no powers to act on such.
