Sipho Pityana, who started Save South Africa a year ago, says the country is "in a very dangerous place" with Malusi Gigaba in charge of the National Treasury. Nothing Gigaba has done since becoming finance minister suggests he is not still an agent of state capture, says Pityana. His medium-term budget policy statement last week was "noncommittal on nuclear and a whole range of issues. He's got a very clear agenda, which is to continue doing what he did as minister of public enterprises and home affairs." When he was minister of public enterprises, Gigaba facilitated state capture by appointing Gupta-friendly boards to state-owned enterprises. As minister of home affairs he broke the rules to grant the Guptas South African citizenship. "He is not capable of extricating himself from the state capture cabal that he is part of."
