The Constitution does not have to be changed to make progress on land reform, ANC treasurer-general Zweli Mkhize has told Business Day. "We will be encouraging government to work on this process in a way that will ensure we progress within the constraints of whatever we have," Mkhize said during an interview on Tuesday. "I believe a lot of progress can be made within the existing Constitution — maybe with one or other legislation — but within the Constitution, we [have] a lot that can be done and achieved." Mkhize’s comments are in contrast to those of President Jacob Zuma, who has called on all "black parties" in Parliament to work together to change the Constitution to expropriate land without compensation.
