The Organisation Undoing Tax Abuse (Outa) believes that recent reports quoting the Austrian-owned Electronic Toll Collection (ETC) company proposals to write-off past e-toll debt if road users agree to paying e-tolls going forward, is nothing but a desperate attempt to keep its business interest alive in SA. 

These carrots have been tried before and they failed dismally.  In 2015/2016, Sanral offered a 60% discount along with a payment plan to those who had defaulted during the first two years of operation, which had the impact of raising less than 2% of the outstanding e-toll debt and a continued decline in the compliance levels thereafter. ..
