Bathabile Dlamini and Lynne Brown need to be reminded that all cabinet ministers are obliged, constitutionally and expressly so, to conduct themselves in accordance with their code of ethics. They may not "act in any way that is inconsistent with their office, or expose themselves to any situation involving the risk of a conflict between their official responsibilities and private interests ... or use their position ... to enrich themselves or improperly benefit any other person". For Dlamini, the acting appointment of Pearl Bhengu is more than a mere risk of conflict of interests due to the business relationship with a family member of the minister. Bhengu is benefiting improperly due to the largesse of the minister who appointed her. An actual conflict exists.
