One of the DA’s most effective political adverts in recent years — though, admittedly, the bar is rather low — shows party leader John Steenhuisen walking along a newly tarred stretch of road and pausing at the point where it turns into a poorly maintained, crumbling surface. This marks the spot where the Western Cape meets the Eastern Cape: where DA service delivery stops and ANC ineptitude begins.  

Steenhuisen’s dramatically halted strut makes a crude but accurate claim: the Western Cape is unquestionably SA’s best-governed province. The Eastern Cape is among the worst. It is the poorest; it has the highest levels of unemployment and the lowest percentage of young people in tertiary education.  ..
