HERE is some potentially uplifting news for perennial optimists: the abuse of government tenders by public servants may soon be curtailed.The hero of this story is President Jacob Zuma. Earlier this week, the Public Service Commission signed a memorandum of understanding with the Moral Regeneration Movement, designed to promote ethical governance. The Movement professes its continued fealty to the values of Zuma, its former head.Meanwhile, the Director General in the Department of Public Service and Administration (DPSA) has written to the heads of national and provincial government departments, notifying them that new Public Service Regulations will come into force on 1 August.
