The City of Johannesburg's liquidity  is ″much healthier″ than in previous years, says finance MMC Funzela Ngobeni. 

Ngobeni addressed the liquidity levels in the metro after the Global Credit Rating Company (GCR) assessment of the 2017/2018 audited financial statements placed Johannesburg on a negative outlook. It also maintained the city’s investment-grade rating.
