The presidency has again been found to have flouted the Public Finance Management Act, Treasury guidelines and preferential procurement regulations. The auditor-general made similar findings in the past two financial years. The presidency’s 2017/2018 annual report tabled in Parliament last week showed it had incurred irregular expenditure amounting to R33m and fruitless and wasteful expenditure to the tune of R28m. While the annual report is largely seen as a reflection of the scandal-ridden tenure of former president Jacob Zuma, it will come as a blow to President Cyril Ramaphosa, who has been on a drive to clean up government and state-owned entities.
