Only 56 of more than 700 procurement managers at Transnet have produced enough documents in three years in order for the State Security Agency (SSA) to vet them, leaving the state-owned rail and freight company exposed, CEO Siyabonga Gama conceded in Parliament. The issue of procurement in state-owned enterprises is taking centre stage as Parliament investigates claims that Eskom, Transnet and Denel were captured. The vetting is a requirement in line with efforts to adhere to transparency and protect entities from exposure to compromised procurement decisions and corruption. MPs called on State Security Minister Bongani Bongo to explain delays surrounding the vetting of staff across government departments and state-owned enterprises. The standing committee on public accounts took the Transnet leadership to task for failing to adequately explain the low compliance and failing to resolve the matter over three years.
