Social Development Minister Bathabile Dlamini has appointed one of her close supporters and a fellow member of the ANC Women’s League, Pearl Bhengu, as the new interim CEO of the South African Social Security Agency (Sassa). Bhengu has been the head of Sassa in KwaZulu-Natal since May 2012 and has extensive financial and managerial experience. But her close relationship with Dlamini has raised concern that the minister will continue to direct the process of Sassa’s takeover of social grants payments through Bhengu now that the workstreams she established to do her bidding have been terminated. Former Sassa CEO Thokozani Magwaza, who left Sassa this week after his contract was terminated, closed down the workstreams, which reported directly to Dlamini. They were supposed to direct the takeover of grants payments from Cash Paymaster Services but were declared irregular by the Treasury.
