The security cluster of government agencies has entered the fray over the Financial Intelligence Centre (FIC) Amendment Bill which, they argue, is unconstitutional. The late and surprise intervention of the cluster came in the form of a submission to Parliament’s finance committee on Wednesday during a public hearing on the constitutional reservations expressed by President Jacob Zuma on the bill’s provision for warrantless searches. The security cluster’s submission goes beyond this reservation and deals with other aspects of the bill not raised by Zuma. This is despite Parliament’s rules limiting the parliamentary review of bills referred back by the president to the matters of concern raised by him.
