Details finally released on how to transform SA’s social security system
Social Development Minister Bathabile Dlamini disclosed details of the government’s proposals to reform the social security system on Friday, in a presentation at the National Economic Development and Labour Council (Nedlac). The details are contained in a long-awaited discussion document on comprehensive social security reform, which was tabled at Nedlac. It proposes the establishment of a centrally managed public fund — the national social security fund — to provide universal access to all and to pool risk. Mandatory contributions to the fund are proposed for the provision of retirement, death and disability benefits for all workers as well as a contribution subsidy to ensure that all of them are covered. Everyone would contribute to the fund in accordance with their means and receive benefits in line with their needs, Dlamini said.
