Mineral Resources Minister Mosebenzi Zwane said in court papers that former public protector Thuli Madonsela had rushed the finalisation of her state capture report for the "ulterior purpose" of ending her tenure "on a high note" and in breach of his rights. Zwane is the third member of Cabinet to ask the court to interdict the release of the state capture report. His application is due to be heard next week but his legal team was in court on Tuesday as President Jacob Zuma and Cooperative Governance Minister Des van Rooyen’s lawyers battled with opposition parties over the release of the report. The state capture investigation — in which Zuma, Zwane and Van Rooyen were implicated — looked into whether there was an inappropriate relationship between Zuma, other state officials and the Gupta family.
