HIGHWAYS upgraded under the Gauteng Freeway Improvement Project have reached their carrying capacity, but uncertainty over the future of e-tolling has resulted in much needed planning for new highways grinding to a halt, the South African National Roads Agency Limited (Sanral) said on Thursday.Although available options to fund additional road networks included tax increases, this was unlikely to be efficiently realised, and expecting funding from the fiscus was unrealistic, Sanral’s manager for tolls and traffic, Alex van Niekerk, said."We have already seen a deterioration in traffic speed … the alternative route network is not expanding but our vehicle population is growing exponentially."We have increased and improved the freeway network to its maximum capacity … there is very little that we can still do.
