THE South African National Roads Agency (Sanral) says members of the Organisation for Undoing Tax Abuse (Outa) do not have immunity for unpaid e-toll bills pending the finalisation of a possible test case against defaulters.Sanral continued to discuss the feasibility of a test case with Outa legal representatives, but the agency was not at liberty to discuss more details, Sanral said in a statement on Tuesday.Earlier in September Outa agreed with comments that various claims about motorists’ liability for e-toll bills were creating confusion among Gauteng motorists.In March, Sanral announced it would begin finally issuing summonses to motorists who consistently failed to pay their e-tolls bills.Outa has challenged the lawfulness of these summonses.Outa is defending 152 of its members who received summonses for nonpayment of e-tolls.An agreement with Sanral could govern the handling of the claims against these members, and future e-toll defaulters who seek the organisation’s assistan...
