BUSINESS DAY TV: The revised empowerment charter for the mining industry will be released next month and the Department of Mineral Resources says substantive changes made have been made to April’s draft of the legislation. But the industry says changes have been unilaterally made and it’s had very little sight of what they are. Does this set the stage for yet another battle over the "once empowered, always empowered" principle?
