Once health care is tamed, President Donald Trump and Congress will turn to other bears, such as the byzantine U.S. tax code. Conveniently, a new report has come out on legal tax avoidance. The report, from the Institute for Taxation and Economic Policy, says 18 of America’s biggest corporations paid zero federal income tax from 2008 to 2015.
