Health Minister Aaron Motsoaledi has established an ad hoc tribunal to process appeals lodged against the health ombudsman’s report on the deaths of more than 100 state mental patients who were transferred from Life Esidimeni facilities to unlicensed nongovernment organisations (NGOs) in 2016. The tribunal is headed by retired judge president Bernard Ngoepe, retired psychiatrist Brian Robertson and retired paediatrics professor Hoosen Coovadia. The tribunal has been established in terms of the National Health Act. The legislation came into effect on Monday and is expected to conclude the appeal process within two months. The health minister’s spokesman, Joe Maila, said the tribunal would process several appeals lodged with the minister by NGOs as well as individuals.
