President Jacob Zuma has signed proclamations authorising the Special Investigating Unit (SIU) to investigate certain matters in respect of the affairs of two district municipalities and a provincial department. The SIU will investigate the Mopani District Municipality in Limpopo, as well as Harry Gwala District Municipality in KwaZulu-Natal‚ and the KwaZulu-Natal department of agriculture and rural development and Mjindi Farming. All three special investigations‚ according to the Presidency‚ will look into alleged improper and unlawful conduct by councillors‚ officials or employees of the municipalities and department. They will also look at unlawful expenditure of public money‚ irregular and unapproved acquisitive acts‚ intentional or negligent loss of public money or damage to public property‚ as well as improper conduct by any person‚ which has caused — or may cause — serious harm to the interests of the public. The proclamations do not state why the investigations are required....
