Users of SA’s ports will pay an average 5.97% more in port duties in 2017-18, the Ports Regulator of SA said on Thursday. The regulator rejected Transnet National Ports Authority’s (TNPA’s) application for an average 8% tariff increase, ranging from 13.25% for marine shipping charges, to 8% for bulk cargo, and 5% for vehicles and containers. Transnet manages all eight commercial ports in SA. The regulator concluded that from April 2017, cargo duties would increase 6%, full container cargo dues 4.9%, and all tariffs are to increase by 3.9%. "In conducting its assessment, the Ports Regulator takes a view on a number of cargo volume and market-related factors, including the inflation outlook and the cost of debt, the operational requirements of the National Ports Authority, as well as relative port pricing benchmarking," Ports Regulator of SA CEO Mahesh Fakir said in a statement.
